What interior painting actually involves in a Cypriot home

What a Cypriot interior painting quote covers as standard, what is charged separately, and the preparation that decides what the job really costs.

Interior painting in a Cypriot home is a preparation job with two coats on the end of it. The standard specification is two coats over a prepared and sealed substrate, and the coats are the cheap, fast, predictable part. What decides the price, the programme and whether the room still looks right in year three is everything before a tin is opened: filling the movement cracks where concrete frame meets block infill, sealing a ceiling overpainted since the block went up, protecting floors against dust in a dry August, and deciding what to do about the corner that goes black every January. Working out what "prepared" covers in your quote is the whole exercise.

Scope in plain terms

A domestic painting quote in Cyprus is usually described room by room, and each room by its surfaces: ceiling, walls, woodwork. Those are three separate operations with different materials and drying times, and a quote giving one figure for "the flat" without saying which of the three it covers is not yet a quote. It is common and legitimate here for a price to cover walls and ceilings only, with door frames, skirting, railings and wardrobe fronts priced on top, because joinery is slow work in a different paint system.

Scope also has to settle the state you are starting from. There are three starting points in Cypriot housing and they are not the same job:

  • A recent property in sound condition. Sound substrate, existing emulsion compatible with the new one, hairline cracking at worst. This is the job most quotes assume.
  • An older flat decorated repeatedly. In the 1970s to 1990s blocks that make up so much of Strovolos and the Nicosia suburbs, ceilings carry many layers, sometimes over an original chalky coating that nothing modern will grip. Whether it needs sealing, partial stripping or a fresh skim is judged on site with a scraper, not from a photograph.
  • A property with an active fault. Recurring mould in one corner, a brown ring on a top-floor ceiling, a wall that blooms white. Painting is the last step of that job, not the job.

The third is occupancy. An empty property is painted in a straight line; an occupied one in fragments, with furniture moved twice a day and one room always usable. That difference is time rather than materials, so say which you have before the price is set rather than afterwards.

What is included as standard

On a competently written quote for a sound property, the following are part of the price and should not appear as extras later.

Protection. Floors covered, furniture moved in and sheeted, sockets, switches and door furniture masked. Sanding dust in a dry, still room travels through the whole flat, and most Cypriot homes have hard floors that show every splash.

Washing down. Hand grease around switches and handles, cooking film in the kitchen, dust on skirting. Paint grips none of it, and a summer of handprints baked onto a hallway wall will not come off later without taking the old coating with it. This is preparation, not cleaning.

Filling settled hairline cracks, sanding and spot-priming. The fine cracking that reappears above door heads and along the line of a beam is normal in concrete-frame construction and is filled as standard. Bare filler drinks paint and dries to a different sheen, so it is spot-primed first — the difference between a repair that disappears and a patch visible from the doorway.

Two full coats, over a prepared and sealed substrate, in the agreed colour and finish, both named in writing. Matt, soft sheen and eggshell behave differently on a wall that will be wiped.

Making good. Furniture back, masking off, sockets refitted, floors clean, waste removed.

What is almost always extra

None of the following is a contractor being difficult. Each is a separate operation with its own material, its own drying time and sometimes its own trade.

  • Stripping. Wallpaper, flaking coatings, or an old ceiling that comes off in sheets once the first roller passes over it.
  • Skimming or re-plastering. Where a surface is too far gone to fill, this is a plasterer's job with painting on the end of it, and it changes the programme because plaster has to dry before it can be sealed.
  • Stain-blocking primer. Water staining bleeds through ordinary emulsion within weeks, so any quote that handles a stain honestly lists it separately.
  • Damp and mould treatment. Cleaning the growth is not the fix, and the cause is normally condensation on a cold surface rather than a leak.
  • Structural cracking. Diagonal cracking from a window corner, cracks stepping through blockwork, anything wider than a hairline that keeps growing. That belongs with an engineer before a decorator; ETEK maintains the register of engineers and technical professionals in Cyprus.
  • A significant colour change. Going light over a strong dark wall often needs an extra coat, whatever the paint.
  • Joinery, railings and metalwork. Different system, slower per metre.
  • Access above stair height. Double-height stairwells and voids need a tower rather than a ladder.
  • Compressed or out-of-hours working, such as a flat turned round between tenants over a weekend.

The parts people underestimate

Preparation is the job. When two quotes for the same flat are far apart, the gap is nearly always in preparation rather than in profit. Read for stripping, skimming, sealing and priming before you read the total.

The climate cuts both ways. Short drying times are a real advantage — a filled and primed patch in the morning takes its first coat the same afternoon. But in high summer emulsion skins quickly on a hot wall, which is why a good crew starts early. Inland Nicosia takes the widest temperature range on the island, which is also why the same size of flat needs more filling and taping there than on the coast: the building moves further between January and August.

Cold lines are not a decorating problem. Uninsulated concrete columns, beams and single-glazed window reveals run colder than the rest of the room in winter, so moisture condenses there first. That is why one corner blackens every year however often it is repainted. The remedy is ventilation and thermal work, sometimes an insulated dry lining, and paint afterwards.

Salt travels indoors. In Kato Paphos and along exposed coastal frontage the air is salt-laden, which is why galvanised and marine-grade fixings are standard there. On a wall drawing moisture it shows as a white bloom lifting the paint film, and coastal interiors sit on a shorter redecoration cycle as a result.

Access and season are scheduling costs. Above Peyia, steep roads limit vehicle size, so materials arrive in smaller loads. In the free area of Famagusta, refurbishment concentrates between November and March because Ayia Napa and Protaras are letting rooms the rest of the year, and in that window good crews are booked out rather than cheap.

The VAT rate can move the total. Renovation and repair of a private residence in use for more than three years can be invoiced at the reduced VAT rate of 5% rather than the standard 19%, provided the value of the materials does not exceed 50% of the value of the services. Decorating is labour-heavy, so it usually sits inside that condition — but ask which rate each contractor quoted at, and confirm the current conditions with the Tax Department. The difference is large enough to change which quote is cheapest.

Common questions

What should a painting quote actually list?

Surfaces by room, the number of coats, the product and finish by name, and the preparation included. If it also states the VAT rate applied and what happens if extra preparation is found once furniture is moved, you have a document you can compare against another one.

Why is one quote much cheaper than the others?

Because it is a smaller job, nearly always. Look for what is missing: stripping, skimming, sealing a chalky ceiling, stain-blocking, joinery, or the second coat. A single coat over an unwashed wall is genuinely cheaper to apply. It is not the same work.

Can painting be done as an urgent job?

Often yes — a stain to cover before a viewing, a flat to turn round between tenants. A single room can be prepared and given two coats quickly in this climate. What cannot be rushed is anything still wet behind the surface, or a ceiling that needs stripping and skimming first.

When is a decorator the wrong trade to call?

When the surface is failing rather than tired: recurring mould in one corner, soft or blooming plaster, water staining that darkens after rain, or cracking that keeps growing. Those are damp-proofing, waterproofing or structural questions, and painting over them hides the evidence for a season and costs more the next.
