Three projects that share a name

Before anything else, work out which of these you have. They differ in cost by a wide margin and in consent requirements entirely.

Converting an existing pitched roof space. Some newer Cypriot villas have a tiled pitched roof over a shallow void. Where headroom is genuinely sufficient over enough of the plan, this is the closest thing to a conversion in the imported sense — and headroom is usually the constraint that decides whether it is possible at all.

Building a room on a flat roof. This is not a conversion; it is an addition of a storey, in whole or in part. It is the most common version of the project in Cyprus, and it carries the full weight of planning and structural questions.

Regularising or fitting out an existing roof-level space. Many houses have a room at roof level that was approved as storage or as a plant space and is now wanted as a bedroom or an office. The building work may be modest; the regulatory question is not.

A contractor quoting for "a loft conversion" without establishing which of the three you are asking about is quoting for a project neither of you has defined.

Permission is the first gate, not the last

Adding habitable area at roof level increases the built area of the property and generally its height, and both are constrained by what the plot and the approved plans permit.

Whether there is remaining allowance depends on how much of the plot's capacity the existing house already used, and that is read from the approved drawings rather than estimated from the building. Plenty of Cypriot houses were built to close to the limit, and for those the answer is that the room cannot be added regardless of what the structure could carry.

Get that question answered before you spend anything on design. An engineer or architect registered with ETEK can read the approved plans against your proposal and tell you whether an application is worth making. That opinion is inexpensive relative to a design for a room that cannot be built.

The regularisation case deserves its own caution. A space approved as storage and used as a bedroom is a discrepancy between the property and its approved plans, and discrepancies surface at sale, at title transfer and when a bank lends. Converting it properly means addressing that, which is a process rather than a decision.

The structure, which is a calculation

A flat roof slab is designed to carry roof loads: its own weight, maintenance access, water, plant. A habitable floor carries more, and if walls and a roof go above it, more again.

Cyprus is a seismic zone and the frames are engineered accordingly, which cuts both ways. Some buildings have capacity in reserve. Others do not, and adding mass at the top of a structure changes how it behaves in an earthquake — which is precisely why this is a matter for a structural engineer rather than an experienced builder's judgement.

Three outcomes are possible and all are normal. The frame takes it as it stands. The frame takes it with strengthening, which is work with a cost that belongs in the budget from the start. Or it does not take it, and the project stops — which is disappointing at the survey stage and considerably worse discovered later.

The staircase takes a room

This is the cost that surprises people, and it is geometry rather than specification.

A permanent floor needs permanent access. A stair to roof level needs a run, a headroom clearance along that run, and a landing at the top and the bottom. On a Cypriot house of ordinary size, accommodating that means taking area out of a room on the floor below — frequently a bedroom, occasionally a hallway that then stops working as circulation.

So the honest arithmetic is not "we gain a room upstairs" but "we gain a room upstairs and lose part of one downstairs". Whether that is a good trade depends on which rooms, and it is worth drawing before it is worth pricing.

Where a house has an existing external stair to the roof — common enough in Cyprus — the calculation changes considerably, because the access may already exist. Whether an external stair is acceptable as the only access to habitable accommodation is a question to put to your engineer.

Heat, which decides whether you use the room

A room at roof level has more exposed envelope than any other room in the house: the roof above it, and usually more external wall than the rooms below because it is surrounded by outside on more sides.

Untreated, it will be the hottest space you own, and a bedroom that cannot be slept in during August is not the room you paid for.

The measures belong in the structure rather than in the finishing. Insulation above the new roof, not merely at ceiling level. A finish on that roof chosen to reflect rather than absorb. Shading on the glazing, external to the glass, sized for a sun that is high in summer on the southern elevation and low and direct on the east and west. Cross-ventilation, which means openings on more than one side.

Air conditioning is the fallback rather than the plan. A room designed to need it constantly is a room with a running cost attached for its whole life.

Services at roof level

Three practical items that get discovered late.

Water pressure. A bathroom at the top of the house may not have the pressure the ones below take for granted, particularly on a gravity system with a roof tank that is now beside rather than above the fixture.

Drainage falls. Waste from a roof-level bathroom has to reach the existing stack with adequate fall, and the route has to pass through the floor without crossing the room below at a level anybody will notice.

Condensate and plant. Air conditioning at roof level needs a condensate route and a position for the outdoor unit that is neither in front of the new window nor above a neighbour's terrace.

Each is solvable. Each is cheaper to solve on the drawing than after the slab is poured.

Opening a flat roof

The work involves taking apart the layer that keeps water out of your house, and doing it in a country where rain arrives in short heavy events.

Two consequences. The programme wants the dry months, and the roof wants protecting whenever it is open regardless of the forecast. And the new waterproofing has to be tied into the old at every junction — around the new walls, at the stair opening, at every penetration — because those junctions are where roofs fail rather than in the middle of a field of membrane.

Where the existing roof was due for re-waterproofing anyway, this project is the moment to do it, and the marginal cost is far lower than doing it separately.

What you lose on the roof

A flat roof in Cyprus is not dead space, and building on it takes something away that the plan drawing does not show.

It may be where the solar water heater sits, and a panel shaded by a new wall stops earning. It may be where the air conditioning condensers live, and they need somewhere else with clearance and access. It is frequently where the water tank is, and moving a gravity tank changes the pressure everywhere below it. Satellite dishes, aerials and any photovoltaic array are in the same category.

It is also, on a great many Cypriot houses, the terrace with the best view and the best evening breeze on the property. Building over half of it is a real loss even where nobody counted it as a room.

Walk the roof before the design starts and list what is up there, what it serves, and where each item goes afterwards. Relocating plant is a modest cost decided early and an awkward one discovered when the walls are up.

Living through it, and the neighbours

Work at roof level means everything travels up through the house or up the outside of it.

Through the house means protecting a route: stair coverings, dust screening, and a decision about whether you stay in the property. Up the outside means a hoist or a crane, a road position, and somebody's parking.

In an apartment block or a semi-detached property this is not only your project. Work directly above a neighbour's ceiling is noisy in a way that is hard to overstate, and it goes on for the duration of the structure rather than for a day. Telling neighbours what is happening and roughly for how long costs nothing and prevents most of the difficulty; discovering their view after the breaker starts is the expensive way.

Set working hours with the contractor before the start rather than after the first complaint, and put them in the same document as everything else.

What to establish before design

Which of the three projects you actually have.

Whether the plot and the approved plans leave allowance, in writing from an engineer or architect.

Whether the frame will carry it, and what strengthening would cost if the answer is conditional.

Where the staircase lands, drawn on the floor below, and which room pays for it.

How the roof-level room will be kept usable in August, decided as part of the structure.

Answer those five and you will know whether the project is worth doing before you have spent much finding out. Skip them and the answers arrive in order of expense.

Common questions

Do Cypriot houses have lofts to convert?
Rarely in the sense the word implies. Most have flat concrete roofs with no void at all. Some newer villas carry a shallow pitched tile roof over a small space that is too low to inhabit without altering it. What is commonly described as a loft conversion here is more often a new room built at roof level, which is a different project with different consents.

What is the hidden cost people miss?
The staircase. A new floor needs permanent access, and that stair has to land somewhere on the floor below, taking area out of a room you currently use. On a modest Cypriot house that loss can be most of a bedroom, and it is decided by geometry rather than by preference.
Will a roof-level room be usable in summer?
Only if it is designed for it. A room at roof level has the most exposed envelope in the house — sun on the roof above and on more wall area than any other room — and it will be the hottest space you own unless insulation and shading are treated as part of the structure rather than as finishing.
Can an existing attic marked as storage be used as a bedroom?
Not by simply furnishing it. If a space was approved as storage, using it as habitable accommodation is a change that engages the same questions as building it — headroom, escape, ventilation, and what the approved plans say. It is also the kind of discrepancy that surfaces when the property is sold.
